If the radio is 403-425, everything else is a moot issue. The radio will not work on 450-470.

The different band splits have many different components. The parts and labor to rebuild and retune the RF circuits would far exceed the value of the radio. It may be possible to move the radio a few MHz above the original split but that is as far as you can go.
