Bad File Format is the error you are seeing. It means one of 3things:
1. It is an older firmware level where upon writing a new codeplug there was not a backup copy stored in flash, because the code did not support it and the main one became corrupted and could not operate.
2. The main and backup copy are both corrupted
3. While doing a firmware update, the code updater stopped, or communications was otherwise stopped after the firmware update was complete, but before the codeplug was update to support the new file format level.

In any case the way to fix it is to write a new codeplug to the radio with the correct version of PCC.
