I have not tried this with a 150-174 radio but this is how I get my 136-160 to RX rail and weather freqs

You must use EDACS3 programming software.

Start EDACS3 program. Press f3 utility, f5 split, press TAB utill you get to Special. use the up down arrows to change the parameters RX and TX base to 136, RX and TX max to 174. Split type to HE V band 136-174
press f10 back f10 back. f1 sets, f2 freq, f4 newcnv. build your frequency set and save it (f5 store, enter name f1) . lets say we call it spcvhf. Look in the F3 utility,f2 envrionment to see where the frequency sets are stored. Using a hex editor ( i use hex workshop) open your the file spcvhf.mfq, Location 3f will be 23.
Change it to 07 for a 150-174 radio or 15 for a 136-160 radio. save it with a different name, spcvhf1.mfq
for example. You must keep the mfq extension. Build your system using your file spcvhf1 for the frequency set and program the radio.

To make changes to the set in the future you must use the same procedure.
set the band split to your special parameters and open your original file (spcvhf) make the needed changes
and save as spcvhf. Hex edit spcvhf.mfq and make the change at 3f save with a new name (spc2vhf.mfq)
Use spc2vhf as your new set and reprogram the radio.

Let me know how this works for the 150-174 radio, it works fine for my 136 split radio. You might not make it work on the 144 mhz input repeaters but it should work fine at 146
