Just using 154. mhz. The squelch is open and busy light is on.

I am programming to 154.xxx mhz and PL encode and decode. I programmed a third radio and it is working good. The second radio still has the busy icon on and the squelch is open when I press monitor. The radio does not receive if PL is on. It receives good with PL off, but squelch is open. The PTT does not key the transmitter if PL is on. Could it have busy channel lock out on transmitt? The transmitter will key if monitor is on, but there is no PL encode. Is there a squelch pot or is there a squelch adjustment in the set up programming? Can leaking capacitors cause this?

I hope you all are still listening out there!
I have tried to reprogram my TK-240D, but it is stuck at "SEL" nothing else is happening!
Any ideas?

Yes,pull the volume knob and you will see the sq with no knob,adjust as needed.
