tk 730 swr

for some reson my tk 730 will transmit fine at 173.970mhz but at 167.730 i go to 20 watts from 110 now i located the problem is got to do with the swr detection i manualy aplyed 12v to pin 2 of the sav21h power modual and power went up 110watts what could be causing this and were exactly do i need to look diode?
