Can the vertex FTL-1011 be programmed to cover both 33.xx and 46.xx frequencies? If not is there a radio that can?

Well sorry to say No and No.
Looking at the specs for the FTL they are
29.7-38 MHz (A) 38-50 MHz (B)
All the radio makers have around the same band split.
