I got it now - thanks. It was the green light on/off that made the difference.
Plus I programmed button C as they "reset" button so I just press that and it resets instead of having to turn on/off the radio.

No, that's not editable since I have v1 firmware. I eventually figured by trial and error. If the green light is on, it gets all transmissions on all channels regardless of PL or pager settings. If I click the PTT, the green light goes off, and it only breaks audio if a PL is met or the pager tones ...

I have a VX-180 and I have successfully programmed the tones for my local FD. If I'm listening or scanning, and the tones go off, I hear the alert and get CALLED on the display.
