The Radio Information Board

I am trying to program the TK 340D with the KPG-9D software. I am booting up in true DOS. All the software will do is flash between the 2 Quick Help files. I tried to manual programm the radio, but that would not work. When I shorted the 3rd pin from the left it displayed either FR or ER. It did not show the receive frequency. Yes I did hold down the lamp button before I turned the radio on.
Any ideas?
