Programming info needed for TK-3100 portables

Hi everyone! I am a newbie to this board.
I would like to know if the Kenwood TK-3100U9 is truly user programmable? Or, does it require software and a cable? I can't find a manual online so I thought I would ask here.
I have visited here before and found some very good info.
I am in the business of installing emergency vehicle equipment but I am no radio tech.
