Kenwood programming?

I hope you have time for a question for a newbie, and I don't get kicked off the board on my first post!
From looking around, it appears that /\/\ sells the RSS for it's radios (legal, as long as it's not sold, etc). Does Kenwood also sell it's RSS?
I'm in the process of purchasing a TK-780, and I know that over the next year, I have several surrounding jurisdictions that are going from VHF-Low to VHF-High, and would like to be able to re-program the radio as these changes occur. I thought that it would be easier to re-program this myself, rather than take it to the radio shop each time. I've looked around this site and Batlabs, and have tried to do some research before I asked!
I don't plan on doing any TX with the radio, except with my department, all the others would be RX only.
