I have a TK805D that sputters and PL tone is unstable if I transmitt with less than 13 volts for supply. I am thinking VCO adjustment. Is TP3 the VCO test point? I measure 4.05 volts on receive and 7.7 on transmitt there. Is this normal? Where is adjustment?

those voltages are in spec,and yes tp 3 is correct .You may have a regulater problem.
