The Radio Information Board

I have a Shinwa portable radio with a front face keypad. It does 16 channels and scans (albeit slow). Is there a way to program the radio from the front face keypad? any help would be appreciated.

Seems like there were two models. One model could be programmed by keypad and other model required an eprom burner. This model can be returned to Shinwa for programming.
