Does anyone know if the a TH-880 Version 1 radio can be upgraded to perform FleetSync?

I believe the version 1 will do basic Fleetsync. I know version 1 will not do "extended fleetsync" which includes short text messaging, status messaging, GPS, etc.

The last flash available for version 1 is E4B3.
