The Radio Information Board

I have a UHF VX-800 that doesn't receive and the display blinks while the radio is on. The radio transmits fine. I have tried uploading the default program back into it and the radio does the same thing. It programs ok, transmits ok, but doesn't receive anything. The green light never comes on. The speaker does work.

Can anyone tell me what might be wrong with this radio?

What firmware is in the radio?
