HYT TM800u Can't turn off HDC

I am really scratching my head here. I have two sets of TM800u - 450-512 and 450-520 MHz splits.

While band split isn't relevant besides a different programming file, the 450-512 split radio has the HDC squawk on BOT PTT. I printed out the config from both files (46 pages) and I didn't see any differences between the two programming files. What am I missing? I do not have any optional signaling turned on in the zone/channel details. Where else do I need to look?

I programmed the same programming file to another identical radio and that radio didn't have this issue. So I have to assume that there is either a hardware or firmware issue on the radio causing it to squawk on BOT PTT.
