that's a Maxon sm4000/monogram UHF 16 channel (450-470MHz) 40 watt mobile.
It use software TQ3375 (DOS) and cable TQ3376/ge p/n 19D904589P1 which connects directly to the printer port of the PC, IE no rib/interface box required. Sorry I don't have a pinout for the cable.
Also the TQ3375 software is the same for all of the conventional monogram mobiles and portables so you can use it for other radios, what a great idea huh, sure wish other vendors would go this route.
