GE exec master 11

Hi
I getting stared in the Ham Radio and hope to obtain my licence soon
My question is I own a ge master exec 2 with freq install161.700 and 161.640 to transmitt and thr recieve is 161.640-161.700 and I would like to know how high my attena should be and if this are ham's freq?The radio works when I plug it in but donnot recieve any action coming in.

And would this make a good ham radio and also would this be better off for a packet radio?

The only thing I can offer is that those are not ham freqs. VHF ham is 144-148. Hope this helps...
